I am happy to inform the Senator that this would disadvantage some 10 Senators who have already filed and argued and had their amendments pending for consideration. You would urge that we have six more amendments offered from three Republican and three Democratic Senators and add those to these and then have a vote, I guess, on the Wyden amendment? Instead of voting on those which we would take up in regular order, if we could ask for the regular order? It puts you in charge of managing the business of the Senate, setting priorities for the amendments that can be offered when that priority has already been established. I think what we should do is follow the regular order. That is all I have said from the beginning. But Senator Wyden wanted to come in today, get recognized, offer his amendment, and have an up-or-down vote on it without any other intervening business--no amendments, no motion to table. I don't know of anybody who has ever gotten a deal like that. The PRESIDING OFFICER. The Senator from Oregon.
