I am happy to hear the remarks of the distinguished Senator from Virginia, and I am encouraged by his attitude to try to work this out so that we will not have to prolong the time of Senators this morning on a rollcall vote if it is not necessary. We think that this is a matter of importance as well, and we hope that adequate funds can be made available so that there can be in the office of civil rights in the Department of Agriculture funds needed to carry on this important work.
