we are at a point in the proceedings at the hour of 11 o'clock to vote on cloture on the bill. I urge Senators to support this motion to bring to a close debate on the provisions of the supplemental appropriations bill so that we may proceed to consider other amendments that are pending and dispose of that measure. It is an urgent supplemental. It contains emergency funding for the Department of Defense, the Department of State, as well as disaster assistance for the gulf State regions and elsewhere for natural disaster damages and destruction.
