I believe that these funds would be better utilized by the Midshipmen Welfare Fund that supports extra-curricular activities not covered by appropriated funds. Knowing of the strong leadership of the chairman and the Senator from Hawaii and support of our Service Academies, I inquire as to whether they would be willing to review this repayment program in conference, and if the facts merit, work to eliminate this requirement?
