Mr. President, this amendment is being portrayed as a reform of sugar policy, but it is far more harmful than that. These proposed changes would undermine the policy of our domestic industry by transferring American sugar-producing jobs to other countries. Those producers are less efficient and heavily subsidized. U.S. sugar policy has operated at zero cost to taxpayers for the past decade and has provided American consumers dependable supplies of safe high-quality sugar at low prices.
