“I am pleased to join the distinguished chairman. I urge Senators who do have amendments to come to the floor and offer those amendments so we can proceed to complete action on this bill in a reasonable amount of time. We don't want to cut everybody off. Everybody has a right to be heard on whatever subject they wish to bring before the Senate. We do have some Senators whom we know have amendments that are relevant to the issue before us. We are hopeful we can consider all of them and give them the kind of attention they deserve.”
