Mr. President, I agree with the Senator from Oklahoma that there is waste within government, that there is duplication or overlap of programs across some government agencies, and that the amount of spending approved for fiscal year 2010 was higher than it should have been given our Nation's fiscal situation. That is part of the reason why I opposed the fiscal year 2010 budget resolution. But, I am not enamored of the approach that Senator Coburn has taken in this amendment. It is an abdication of our constitutional duties as elected Members of Congress to cede such vast decisionmaking power to the executive branch. If there is $120 billion to be cut from the budget, we should identify those cuts and vote on them. We should not let the President, a commission, or some other entity make those decisions for us. Throughout the past year the Senator from Oklahoma and other Members offered amendments to cut spending from the budget resolution, appropriations bills, and other measures. Some of these amendments were adopted and some were not. I supported some of the amendments and opposed others. In each case, however, Senators knew what they were voting on and had some idea what the effect of the amendment would be. With this amendment we have no idea what its effect will be. The sponsor of the amendment says the impacts will be negligible but offers virtually no specifics. Perhaps he is correct.…
