Mr. President, I urge the Senate to support the motion to proceed to the Department of Defense appropriations bill for fiscal year 2016. The Committee on Appropriations approved the bill on June 11 by a vote of 27 to 3. The bill provides $489.1 billion in base funding, and $86.8 billion in overseas contingency operations, which is consistent with both the fiscal year 2016 budget resolution and the Defense Subcommittee's allocation. The bill provides funding to protect the security interests of our country. The Senate should return to regular order starting with this national security legislation. It is a bipartisan bill that provides the President, as Commander in Chief, with the resources to protect our Nation. I urge the Senate to approve proceeding to this bill. The PRESIDING OFFICER.
