I recognize the need to provide adequate support for the 1890 institutions. The Senator will be pleased to know that this bill provides increases above the fiscal year 2000 level for the 1890 institution's capacity building grants program and the facilities grants program. I share the Senator's interest in these institutions and will keep her comments in mind as we work to enhance funding for these programs in conference.
