I think there may be some misinformation about that matter. The understanding was that there would be a moratorium agreed to by the Senate that would last until January 1, 1995, and the Senate would contemporaneously pass a freestanding bill in addition to approving the amendment that would be placed on this bill that would have the same provisions. This Senator was advised that the Senator from Ohio--and maybe others, but specifically the Senator from Ohio--objected to the passage of the freestanding bill. That was my understanding why the agreement was not reached.
