I think this Senate--Republicans and Democrats--needs to ask: We have a choice. Do we ask the Federal Government to tighten its belt a bit and adopt this summer-long Federal gasoline tax holiday or do we continue to require American families to tighten their belts and pay higher gasoline prices? Do we continue to require American farmers and small businesses, who have to use transportation to earn a living, to tighten their belts? I think the better answer there is to provide 18 cents per gallon of relief for American families, 24 cents per gallon of relief to those who are required to use diesel to earn their livelihoods, and for the Federal Government to tighten its belt and absorb this $8 billion to $9 billion that the Senator from California talked about. This economy could go either way. We can take action to prevent it from sliding into a recession. I think it is time we give Americans a break at the pump. This would do so during an important period as our economy teeters on the edge.
