I understand I have 2 minutes. I will speak briefly and then yield to Senator Feinstein. This is what this is about, these twin 33 double trailers, which are longer than is legal in 38 States. The question is whether we as a Senate, we as a Congress, we as a Federal Government, are going to mandate on the 38 States that don't allow these to allow them on their roads at any rate. So a ``yes'' vote would be a vote against the Federal mandate. When do you get in one fell swoop an opportunity to vote--a vote that will save lives, a vote to prevent a Federal mandate, a vote for small business, a vote to save $1.2 to $1.8 billion a year in highway maintenance, and a vote supported by the overwhelming majority of the people?
