But for the sake of getting this on the record, it is not the gentleman's intention through this legislation to ask the people of Iowa, the people of Kentucky, all those people who live in areas that do not flood, to subsidize people for building houses at sea level, knowing that every time there is a heavy rain, every time there is a high tide, they are going to be going in changing all the carpets and sheet rock and everything?
