I say to the gentleman, ``Mr. Shuster, you are a gentleman, and I know that you would in no way ever intentionally mislead anyone. The amendment that I offered does not use the words `Clean Water Act' because I also am not totally in favor of everything that's in the Clean Water Act. That's why I didn't use the words. I used the words `effluent limitation.' I made it very specific because there are some things in the Clean Water Act that I would love to see taken out. So when you say''----
