Mr. Speaker, we have a constitutional crisis in our country. In addition to everything that the gentleman from California [Mr. Hunter] said, which was on the mark, and everything that the gentleman from New Jersey [Mr. Pallone] said that was on the mark of why this trade agreement is bad, it is bad because it violates the Constitution of the United States. Apparently, there are a number of Congressmen who, after working very hard to get here, decided that they do not want to do their job. The first time that Congress gave away their constitutional responsibility was on the War Powers Act. If we look at Article I, Section 8 of the Constitution, it very clearly gives to Congress and Congress alone the power to declare war.
