“the point of order is, why would we take the time to protect the symbol of our country if we will not take the time to protect the financial future of our country as well? That is my point. The gentleman from Wisconsin makes a point of order that the instructions contained in the motion to recommit offered by the gentleman from Mississippi are not germane. One of the central tenets of the germaneness rule, clause 7 of rule XVI, is that one individual proposition is not germane to another individual proposition. The Chair finds that H.J. Res. 10, by proposing a constitutional amendment relating to flag desecration, presents a single, individual proposition. The Chair also finds that the instructions contained in the motion to recommit offered by the gentleman from Mississippi, by proposing a constitutional amendment relating to the budget of the United States, constitutes a different individual proposition. Therefore, the Chair concludes that the instructions contained in the motion to recommit are not germane to H.J. Res. 10. The point of order is sustained and the motion is not in order.
