We believe very strongly it is critical we do everything we can to have the Government live up to its promise of funding special education at 40 percent. I know in my State, for instance, we now spend $71.3 million, which is about 96 percent of the total. This certainly is far from what we thought the Federal Government would do.

If the Senator is amending the 1978 statute, would that not solve the basic problem with it?
I might address where I understand the suggestion to the Senator of Iowa would be to amend existing law which would make it much more simple rather than the language that the Senator presently has.
