I come from a rural community that prides itself in its values and the ability to express those values. Our local health care providers work tirelessly to improve the quality of life and care for the small towns and communities they serve. It is important to note that many of our rural states and rural health providers have no choice than to rely on public aid for supplying care. We must not limit their ability to serve their communities. We should give them the decision making power that will enable them to better serve their areas while protecting them from discrimination in the law. Because I believe that it is our local communities that better understand the needs of the people, I strongly support the passage of H.R. 4691, the ``Abortion Non-Discrimination Act of 2002.'' This bill will provide the necessary protection to health care professionals as they strive to provide quality care to the people they serve.
