it is my understanding, based on our conversations, that the gentlewoman would encourage the city to do something similar to what they did when the World War II memorial was opened, and that is, to grant an emergency status to make sure that the disabled had free parking in the district. Is it the gentlewoman's intention to do so, and during the interim, until they are able to clarify the regulations, that no one would be ticketed that is disabled from out of the District who would come to visit our Nation's capital?
