DELAY OF EFFECTIVE DATE. Notwithstanding any other provision of this Act or the amendments made by this Act, this Act, and the amendments made by this Act, shall not take effect until the Secretary of Education-- (1) determines that the enactment of this Act, and the amendments made by this Act, will not decrease the college and career readiness of students who are racial or ethnic minority, students with disabilities, English learners, and low-income students; and (2) provides written notification to Congress on such determination.
