“I hope this amendment will not be agreed to. Last year, it was brought here and we set a limitation on the caps. Now if we make cuts and reduce the caps accordingly, we are taking a second shot at the work we did last year. We have already squeezed our discretionary programs to the limit, and it seems to me we ought to try to live up to the 5-year agreement we made last year without coming in every year now in some instances on continuing the amendments to cut but also of lowering the cap. So I oppose this amendment. I hope the Senate will reject it.”
