We are talking about the preamble to the U.S. Constitution, it sets the whole framework for what this country rests on, and you've got two words that are loaded with meaning. The first one is the general defense. That's national security. The general defense is general. It's security for every State, for every American, rich or poor, black or white, male or female. When Americans are secure, Americans are secure; and we use Federal money to do something that is general. And it's not to encourage it; it's to provide for that defense.
