I misspoke, and I need to make a correction for that. When I was quoting about the restrictions, the people who wanted to remove the restrictions, I meant to say it was a letter from the dissidents, the Cuban dissidents, to us. And also, I might add that the title of the report that our colleague from Florida cited is entitled, ``U.S. Democratic Assistance for Cuba Needs Better Management and Oversight,'' which is why the committee report funding at $9 million is the right course today.
