Mr. Chairman, I rise to strongly urge my colleagues to vote against the Volkmer amendment. This amendment is counterproductive. In my judgment, it does not honor what has been a long-standing and supportive relationship between the governments of Kenya and the United States. Speaking from personal experience, I recall having first met President Moi during a 1984 trip with the late Mickey Leland to address the famine relief operations in drought-stricken Ethiopia. Moi and his Government were entirely responsive to our requests that relief into Ethiopia be headquartered in Kenya. It was my experience then, as it has been consistently since, that President Moi and his Government, for over a decade, have provided first-rate cooperation in meeting the requests of the humanitarian community, in including ours, as it mounts emergency relief operations within the Greater Horn of Africa.
