Again, with all the great respect for the gentleman from California (Mr. Packard), I consider him just that, a gentleman, in this body, were it not for the time limit on the authorization, and that is the clock is running on this authorized project and the fact that the Corps of Engineers is expected to report back in about a year and a half, I would accept the invitation of the gentleman, otherwise, I am afraid I am going to have to insist on my amendment.
