This letter is to confirm that the National Venture Capital Association is adamantly opposed to the venture capital provision contained in Section 306 of S. 4. As the President-Elect of NVCA, Patricia Cloherty, stated in a letter dated last Friday, March 11, to all of your colleagues, the creation of still another government backed venture capital program is out of order. Not only is it redundant of an almost identical program authorized two years ago, but because of its emphasis on so-called 'critical technologies,' it smacks of a government directed industrial investment policy. Similar attempts have been made in the past going way back to the Eisenhower Administration and all have ended in abject failure.
