The planned short increases will enable a substantially higher Federal investment in technology with strong commercial application as called for by the Clinton Administration's economic plan. I do think it is a difference in economic philosophy. I do think it is a basic difference in policy dealing with the degree to which the Federal Government should involve itself in research and development activities in the private sector.
