I have another concern which I consider significant. Ordinarily, the law gives actions of State or local governments a presumption of validity. This legislation does not. In fact, it says that the Secretary must issue an order preventing an airport rate from going into effect unless the Secretary finds that the rate is reasonable. While this result may be unobjectionable if embodied in a short-term bill, I cannot support the inclusion of this concept in permanent legislation.
