Given the time available, I did not speak as long as I could on this subject, but the Senator is referring to what the Pentagon calls resetting the force. In other words, after a war, we pay through the supplementals for the equipment that is actually destroyed. But a lot of the equipment is not destroyed; it is either left there or it suffers what a business would call accelerated depreciation. It comes back, but it only has a few years of useful life. The Senator is correct, we have that bill to deal with, as well.
