I think the top-level political authority, which you all represent, what is it you want the outcome of this to be and why?
We need a National intelligence strategy for dealing with the biothreat, and we don't have it.
We will never remove nuclear weapons from the category of WMD given the nature of such an attack, but may have the opportunity to do so with bio-weapons.
I certainly agree that these are vital concerns, given the power of cyber weapons, their escalatory potential, and the downside consequences of a miscalculation.
