Harry Truman
The Public Record
Harry S. Truman was the 33rd President of the United States, serving from April 12, 1945, to January 20, 1953. A member of the Democratic Party, he assumed the presidency after the death of Franklin D. Roosevelt. Truman is known for his decisive leadership during the final months of World War II, including the controversial decision to use atomic bombs on Hiroshima and Nagasaki, which contributed to Japan's surrender. He also played a significant role in the early stages of the Cold War, implementing the Truman Doctrine to contain communism and establishing NATO.
I believe that the existing farm price situation presents a serious problem which should be given careful consideration by institutional lenders and others concerned.
It is not possible to make a re-evaluation of these figures until it is known what sums Congress will appropriate for the agency.
I may add that at this time it is not anticipated that it will be necessary or desirable to place restrictions on the expenditure of funds available for fiscal year 1948.
By virtue of the authority vested in me by sections 1 of the act of March 3, 1925, 43 Stat. 1212, it is hereby ordered as follows:
From this conference I hope there will develop a specific program of methods for discouraging further inflation in farm real estate prices and unwise expansion of farm debts.
I am deeply concerned about the recent rise in farm real estate prices.

I believe that, in the interest of the economic stability of our Nation, it is essential to clarify this matter by statute.
It is not the purpose of the Act to permit violation of our fundamental wage and hour standards, or to allow a lowering of these standards.
I am convinced that immediate amendment of the Act to provide a minimum of at least 65 cents an hour is necessary.
I trust that with the passage of the Portal-to-Portal Act, relieving the business community of a heavy burden of doubt, the Congress will now turn to a re-examination of minimum wage standards.
If those effects prove to be detrimental to the maintenance of fair labor standards for our workers, I shall request the Congress to take prompt remedial action.
The Portal-to-Portal Act should end this uncertainty with respect to claims of still undetermined magnitude.
When that bill comes to me, I will tell you exactly what I think about it.
If the Potsdam agreement could be carried out, the situation would be very--[inaudible words]--situation in Japan has been handled because we had control of it.
May I express to you, Mr. President, my best wishes for your personal well-being and happiness.
It is absolutely essential that that $257 billion be whittled down as far as we possibly can, so that there won't be any fluctuation in the price of the bonds and we can keep double the interest on those bonds.
