The first order I issued after being sworn into office on April 12, 1945, was that the United States should carry out its plan to participate in the United Nations Conference, which met on April 25 in San Francisco.

The Soviet leaders have been dominated by their doctrines of communism, by the concept of the use of force, unchecked by ethical considerations.

By the Charter all United Nations members are bound to settle their disputes peacefully rather than by the use of force.
