I want to take the time very briefly to commend the gentleman from Virginia [Mr. Moran] for his input into this type of legislation for these good many past years. The gentleman is recognized as a former mayor of Alexandria, who did an outstanding job while mayor of Alexandria, and has through the years worked with these kinds of problems and is very knowledgeable and to the impact that Federal mandates, State mandates, and others have on local government. Mr. Chairman, I want to commend the gentleman from Virginia for all the work that he has done on this type of legislation.
