Harold Volkmer: “Now how many times has Fed Ex tried to get this provision in other bills unsuccessfully before this bill?”

It is very apparent, I think, to everybody out there that is seeing what is happening here, that Members of the House who are calling for this report to be made public are attempted to be gagged.

That explains why it was not in the bill when it passed the House and the Senate.

Bear is fine. Let us vote down the rule, and let us get the report out of the Committee on Standards of Official Conduct.

Now if this was purely a technical little provision that really did not harm anybody or do anything, they would not have that problem; would they?
