Mr. Chairman, I am not going to take a long time on this amendment, but I think as the gentleman from Pennsylvania has said, it is one that is very, very important. What my major concern is, is that for the last several days, at least today and yesterday, this gentleman heard Members of the opposite party talking about us on this side wanting to delay this bill, that the only reason that we have these amendments is just to delay the bill. Mr. Chairman, I do not believe that is true. I think it is because this bill did not have the time in the committee, not because of what the chairman may have wanted done but because of the orders the chairman got from his leadership, and not sufficient time was given in committee. This is a major piece of legislation affecting almost every law of the United States that has an impact on State or local government, and all future laws for sure, and the regulatory process, as well. And yet the short time that it was given to Members in committee has resulted in the number of amendments that we have here before us. It is not because anybody wants to delay the bill. It is because, as I said in my 1 minute today, legislation is made up of ideas.
