as one who has prided himself for all my 19 years here of having what I consider a 100-percent pro-life record, I am dismayed and amazed that the gentleman from Louisiana [Mr. Livingston] would bring to this floor a bill that will permit and require States, under present court decisions, to fund Medicaid abortions. That is what this bill does for all of 1996, for rape, incest, and life of the mother. This is a pro-abortion bill.
