this amendment would merely add two more Federal offenses to the ``three strikes and you're out'' provision, bank robberies and robberies and burglaries involving controlled substances. Mr. Chairman, also in the second part, under the nonqualifying felonies section, it adds language to require proof that there was no threat of use of firearm or other dangerous weapon during a robbery, or an attempt, conspiracy, or solicitation to commit robbery. Mr. Chairman, this is basically all the amendment does.
