It is an attempt to say that the criminal, the individual who commits the crime with this new technology, bears the burden of doing it and that the penalty would be increased on the individual. It is specifically what a lot of my colleagues have talked to me about, that it is the individual, the criminal, who ought to be penalized, and not the gun owner.
