I would like to reiterate, and I think the gentleman from Pennsylvania, one of the cosponsors of the amendment, has really pointed out that this way of doing legislation is a very poor way of doing legislation. We should not do legislation on the floor of the House and deprive other Members of doing other things they could. The legislation should have been perfected and time should have been taken to perfect this legislation in committee and, therefore, we would not have all this time on the floor.
