I wish to take this time to thank wholeheartedly the gentleman from Michigan [Mr. Conyers] for offering this amendment on my behalf. I would just like to have plenty of time. Mr. Chairman, I would like to point out that the gentleman from Michigan [Mr. Conyers] has offered this amendment on my behalf because of what I heard on the Republican side earlier today, this morning, that one of their Members on the Committee on the Judiciary may, may supplant my opportunity to offer this amendment by offering it themselves, or offering a similar amendment or something that has changed. As a result of that, and not knowing what was going on on the Republican side, and whether they were going to do it or not do it, as a result, in order to preempt them, I asked the gentleman from Michigan [Mr. Conyers] to join with me in this amendment, which he has been willing to do so that we at least have the opportunity on this side to offer our amendment. Mr. Chairman, I hate to see, I really do, this type of activity, because I do not believe this type of activity is very conducive to comity in this House and the running of this House.
