Doing civil actions is not going to stop these people. Shutting down their businesses, they are just going to go somewhere else.

Local prosecutors do not, and if there is a crime committed in a jurisdiction, a local State prosecutor does not really have the ability to say, 'I am not interested.'

You better show us where the data is that makes any sense for the military to be doing this infrastructure as opposed to AID.
