with reluctance I rise in opposition to this particular provision, but my reluctance vanishes when I consider the programs this would automatically affect--not just Social Security, Medicaid, and Medicare but the farm program, county payments, Indian water rights, all the things that are dealt with under entitlements. I think we need to deal with those eventually as Republicans and Democrats and as Americans. We should not do it on the basis of this particular formula. The PRESIDING OFFICER. Has the Senator from New Mexico offered the amendment?
