On April 17, 2013, I was not able to vote on rollcall votes 110, 111 and 112. At the time, I was performing my duties as a designee of the U.S. House of Representatives attending the funeral of Baroness Margaret Thatcher in London. Had I been present for the vote, I would have voted ``aye'' on all three votes.-
