“I have never had a hand, I have had the same experience as the gentleman, I have not been asking the question for as many years, but never a hand goes up where they believe it is going to be there. And what a shame, because they ought to have a system, all Americans ought to have a system that they can count on and that they believe is going to be there. And until we do something to really strengthen the system, they will not have faith that it is there. And they should not, because without that fix it just will not be there in that manner.”
