the flow-control legislation we are considering this afternoon, from the perspective of many of us, ought to be written differently, but one thing that I have noticed in my short legislative career, congressional career, is that it is almost impossible to move legislation through this body and through the Senate in a form that each of us feels is going to take care of every problem that is faced by our constituents. In the last session of Congress, indeed, we did pass flow-control legislation in the House of Representatives. It was passed in the Senate, but due to the lateness of the hour, the legislation languished and it never was brought back to both Chambers for final approval. Mr. Speaker, I urge that we favorably report out this proposal today so that the process may move forward, so that a conference committee can be appointed, so that the differences between the House and Senate provisions can be reconciled, and ultimate legislation which serves the needs of our country can be passed by this institution.
