to repeat what I said earlier, we are now at a critical crossroads in designing a proper and effective Federal role in support of State- and community-based education reform. This Senator would like very much to be able to support a Goals 2000 bill that achieves that objective. But this amendment heads us in exactly the wrong direction--down a path that this Senator--and, I believe, the President, the majority of this Congress, and the American people believe is just plain wrong. I intend to oppose this amendment, Mr. President. And, I urge my colleagues to oppose it as well.
