on behalf of the minority members of the committee, I rise to compliment our colleagues from Alaska, Senator Stevens and Senator Murkowski; our colleague from Hawaii, Senator Inouye; and our colleague from Arizona, Senator McCain, for their sensitivity to the special needs of Indian tribes and Alaska Native villages. Obviously, this is not going to meet all the demands, as the Senator from Alaska has pointed out. But it is a very logical way in which to contribute some of the remaining reserve funds. On behalf of the minority members, we recommend the adoption of the amendment.
