I would just like to give my colleagues an example of what will happen if we get rid of this program. The truth of the matter is this world market is a dump market. The Europeans are the biggest people that dump into the world market. I had a chance to go to Romania last year where they had a huge sugar beet industry, 12,000 farmers, 36 plants. What happened, they needed some money from the World Bank, so they forced them to give up their tariffs, which they did. The Europeans came in and destroyed their industry by dumping into their market. They now have no sugar beet farmers left in Romania. They only have 11 of the 36 plants that are operating, and they are owned by the West Europeans. If we get rid of this sugar program under the current way that we are operating in the world, we will have the West Europeans owning the United States sugar industry in this country exactly as they have done in Romania, because we are not on a fair playing field.
