I wanted to point out that I have two amendments, amendments No. 10 and 11, both of which would have restored nearly $30 million to successfully yet consistently underfunded FEMA emergency food and shelter program with an offset for various other accounts. This emergency food and shelter program is a unique program that partners the Federal Government with some of the largest national charity organizations down to the local level. These charities work in partnership with FEMA. They do great work, Mr. Chairman. Second Harvest reported 8 million children, 3.5 million seniors were served in 1997. I would point out that this amendment and initiative was supported by various groups, including the American Red Cross, Catholic Charities, the United Way, Council of Jewish Federations, and many others.
