I say that as an individual who helped craft this amendment and believes in the logic and in the appropriateness of the words ``Everything that is in the general fund budget is on the table,'' and everything that the general fund budget and the Senate or the Congress of the United States have authority over in decisionmaking for the purposes of appropriations, allocation of resources, or the establishment of funding levels is on the table. The Tennessee Valley Authority, like other PMA's, or power management Authorities, are not on the Federal budget. They have a Federal obligation and that is to return revenue to the Government for the money that was used to finance them. But the Federal Government does not establish their budgets, nor does the Congress of the United States. And that is what is directed in this program. So it is not a loophole. Everything that is in the budget is on the table. This is a revenue source. It is the board of this particular PMA, or power management authority, that establishes their own budgets and they look at their obligation to the Federal Government as a debt payment obligation. They are not a part of general fund budgeting, nor can they either be called off budget, because they are a quasi- independent Federal agency non-tied to the general fund budget.
